The rares and their drops should be now working as expected. Blizzard have announced they will be disabling loot drops and reputation gains from all Dragon Isles rare mobs due to the daily limit not working properly. This rare was bugged until yesterday and is now summonable. It's found near the Obsidian Citadel, to it's left. Kill the lava mobs downstream until you get an item which grants you a buff, then you can fish it at its spawn location. Drops up to 385 as far as I've seen. Pretty good loot pool, too..
